No, they can't be used interchangeably. Ketchup is a smooth mix of tomatoes, sugar/molasses/some kind of sweetener (ugh, they even have artificially sweetened ketchup now), garlic, and some other spices. Recipes vary slightly depending on the brand. My mom adores homemade ketchup, which is made with pickling spices. Chili sauce (like Heinz brand) is a slightly chunky, slightly spicier/hotter mix of basically the same stuff. But they're not far off. Chili sauce is often used for stuff like cocktail sauce for shrimp (not that I eat shrimp, but I saw a recipe for the sauce on TV) and to top off meatloaf. But you could try both in similar recipe situations and see which one you like better.
Now, if it's "chili garlic" sauce, whoa, it is not the same at all. That's mainly red chile peppers, maybe a little sugar, vinegar, salt, garlic, and possibly another little bit of spice. Same goes for "sweet chili" sauce, which is sweeter but about the same deal. But they're fun for mixing with ketchup or chili sauce to spice them up.

Chili sauce is a ketchup base with ingredients added to make it spicier/hotter. It's up to your taste as to whether they can be interchangable in recipes.
I suggest that you include a small amount of chili sauce with ketchup in a recipe calling for ketchup. If you like it. Then there's your answer. Reversely, if a recipe using chili sauce is too spicey for your taste, you can use ketchup instead-- or combine with ketchup to decrease the heat.
Both have similar texture, so the resulting texture of the recipe shouldn't be affected.
An earlier answer refers to Chili Sauce as shrimp cocktail sauce. This isn't quite accurate. Cocktail Sauce is another product. You can make cocktail sauce with either ketchup or chili sauce though, if you add horseradish, lemon juice, worchestershire sauce and celery seed.
They all look very similar. In the supermarket you'll see that Heinz has Ketchup, Chili Sauce & Cocktail Sauce.

Ketchup is tomato's and water, chili sauce has spices added. Spices make it hotter to taste, it depends on what you are making if you are going to use in place of the other
