They don't bother in he USA because Bush is allowed to pick and choose the laws he follows and thus doesn't need to dissolve Congress to have his way with the country.

I'm all for it, if you want a totalitarian regime that will lead to a path of massive destruction of many countries including the U.S. despite big promises.
