What would be the best way to help Africans both physically and psychologically without indoctrinating people?

Africa has been an isolated continate for a very long time and they've been catapulted into modern technology. They picked up the idea of an ak-47 but not much else. We need to cut off their supply of weapon and establish a non oil based society with the basics of food, education, a police force, clean water, and some sort of exports to help with gaining money to spend on improving society and catching up with the rest of the world. It would be much better to cut off the supply of weapons before doing this to make it a safe operation that turns into a huge mess like iraq.
