Gosh... I really hate the "Holloween is evil" thing! What has happened to good old fashion fun? Anyway...

The Double mint twins

Siamese Twins (put them both in a large shirt and pants - both legs in one pant leg)This is always so cute!

Scarecrow and a crow

Little Bo Peep and a sheep

Dorothy (with a stuffed dog for Toto) and the wicked witch or Glenda the good witch

Peanut butter & Jelly (could be easily made out of felt)

The princess and the pea

A typical outfit set for children that age might be an angel and a devil, but if you didn't want to do that then you can dress them up as princesses. I know that a lot of stores have costumes such as those for kids that age. Also, some stores carry things like peas in a pod, jack-o-lanterns, and animals. I would definently dress them up as the jack-o-lanterns though. They always make for great halloween pictures.

One could be a lion and the other a lamb. Or the same outfit only in 2 different colors. Or a ladybug and a butterfly. Fabric stores usually have good ideas for ones that you can make yourself.

Dice, lol, that's cute. I don't know if it will work for girls, but a couple of years ago, my son (2 at the time) was a lion and my daugther (1 at the time) was a lamb.

arent u starting a little early. there is quiet a while till halloween but try dressing them up as what ever thay want thay should be old enough to pick or try dresssing them both up as one of the carebears... now in my prefrence me and my husband dont do halloween for are kids cause halloween was based on what witches/witch craft ppl do. so we dont agree with it

the 2 headed monster from Sesame Street. yes i know they were boys but it would still be funny.

I also like the peas in a pod. ooo! or cherries on the stem. i could go on about this for awhile. i need to get back to work.
