There is probably a criminal law to deal with the guy. Get his address, his name, any evidence, and witnesses, go to the cops and demand that he be arrested, then cooperate with the authorities in prosecuting him. Urge the judge to impose a maximum sentence including jail time and the biggest fine possible. Don't do anything to him yourself, leave that to the justice system. You could be prosecuted or sued if you take matters into your own hands. But do "get your ducks in a row" to give the police and prosecutors no excuse for not prosecuting the guy. Probably your local ASPCA can give you help. Good luck!

Wow...whoever did that is a real bastard...I think you should tie him to a tree...make him live on cat food and water for a week...and then push him from a block of flats. Don't forget the flea collar.

Let the person's digits get caught in a couple of mouse traps before you throw that person from the top of the flat this way it will be much more difficult to get up with sore digits. Or you he you are sure it is a 'he' and do catch him you can pull him around by his tail.... HA... that will teach himmmmmmmmm!!!!!
