I also have a 4 and 2 year old (girls) We took them to something we have called The Pizza Machine where they have games..kind of like a Chucky Cheese..See if they have anything like that in your area.

1) BOYS:
Get a new / clean dump truck. Take already cooked 'Brown' (chocolate or dark spice) cake or Brownies, hand rip them into lg pieces. Place 1/3 of the pieces into the back of the truck, top with chocolate pudding -- continue layering so that you end up with pudding on the top -- then top it with crushed oreos -- looks like a pile of dirt in the truck. Instead of serving with a spoon -- use a clean toy shovel. The kids really got a kick out of it.
2) GIRLS:
Take a Med size bowl (or ring mold) and fill with Jello (4-5 small boxes -- different flavors/colors) -- This will take some time because each colored layer must set up before you add the next one. When all 5 (or so) layers are set, carefully dip the bowl in hot water, making sure the water does not come in contact with the Jello and Unmold onto a platter - place in refrigerator to reset. It should look like a rainbow. After a little while, you can top the jello with Cool Whip -- then you can serve as is (cut into 'cake' slices) or use it as a Barbie doll 'skirt' -- you will need to carefully make a hole in the middle (unless you used the ring mold) so the legs will slide in without breaking your mold.

My two are almost the same ages as yours, and we went through the same thing. Most children love books, so that's always a good one. Coloring books, finger paints and play-doh are good, too. Since it's summertime, a slip and slide or other water toy might be fun. For our daughter's birthday, we asked her friends to donate money to a non-profit. She still got plenty of presents from family, and we were able to help a non-profit in our neighborhood.

Have a party at a local park, preferably with a river or lake that has sand so they can dig and build and make messes! All kids of all ages love making messes like that, and it helps their creativity.
Also, try a pinata. I had one for my daughter when she was 3 or so, and we have had one every birthday since, cause all the kids LOVED them....
One more idea, If there is a local childrens museum, have a party there. They are experienced with kids of all ages, and there is always TONS to do!

You know what? if your kids really do have all the toys they need for their ages, then do what we did...
When people asked us what our kids need, we told them to go ahead and get him or her a savings bond. Every dollar spent on a savings bond at least doubles at it's maturity.
We are saving up the savings bonds and eventually will be investing them into either a college fund or stocks, again for college or future home down payment, or whatever they might need in the future.
No better gift than an investment into their futures...

you have to tell us what shows and toys and stuff they like first and anyway i have a baby brother who is 2 he likes the teletubies and he likes spot and elmo? does that help at all? sorry if it doesn't, well for the 4 year old is she a girly girl or what if she is you can invite a couple friends over and have a like a party at home and paint their nails or something but how would i know i am not that young anymore i am not 4 i am 10!so what would i know i hope i helped!!

I love Gift cards. Do you buy their clothes at a particular store? Walmart and Target are always good, because of the variety of things you find there. You can always hang on to them until you need them, and if ever confused about what to give someone else, they are easy to re-gift. LOL

If your children are 2 and 4 and they have just about everything, you may have more of a problem on your hands than what to tell people to get them for their birthdays. Unfortunately I have overindulged my children with stuff as well and it's Hell! Stop yourself now !!! ....before you end up with PSP's, PS2's, gameboys, ipods, flatscreen tv's, computers , cars and spoiled kids who feel entitled!

I always tell people to get books for my toddler. They're always learning that way. Or get as many clothes as you can in different sizes so you don't have to buy any for the next season.
