We are supposed to be having a 4th of July cookout at our house. Today is the 3rd and everyone (our relatives) is still saying they want to come but don't know yet if they have to work on the 4th or not. I was going to go to the store to buy all of the food and supplies but not knowing how many to buy for makes it difficult. Nobody in our family has the same days off work so planning any kind of get-together makes almost certain that some people won't be there, you just never know how many or which ones until the very last minute.

If you are just fixing hamburgers and hot dogs as the main course, then I would just go ahead and get the supplies. If you had planned on steaks or something like that, I'd call everyone and tell them to bring their own meat and that you are supplying the rest.
I wouldn't invest a ton of money in high priced items for people that may night even show up. They could be politely trying to get out of not coming to your party. Who knows, family is fickle.

Buy the food, if there is more you'll put it in the freezer and you'll be eating that for a week. It can be boring, but it's practical too.
