Federal Law: You must be at least 18 to purchase rifles and shotguns, and the ammo for them. Handguns and handgun ammo, you must be 21. You cannot have a criminal rercord, not be adjudged mentally deficient, not have a dishomorable discharge from the military, etc. You have to fill out the federal form 4473. Cities have their own ordinaces regarding the purchase of guns, check with some of the gun shops, and they will be able to advise you of the local ordinaces which you must abide by.

simply register the gun at the shop in which you buy...and fill out an application with the local authorities to carry a concealed weapon...when you buy your gun, any reputable shop owner will run a background check and most likely register the gun for you...then ask him (or her) all the questions you can think of....and then practice practice practice....because just having a gun for protection does no good if you're not familiar with it and feel comfortable shooting it....
