To be fair, it depends on what sort of mental patient it is.
Most can, yes. A lot of mental disorders are really not that serious, with medication, and can be dealt with. Even some that can't don't affect love.
Others may be able to. Its hard to know, really. No one can say. With an extremely autistic person, just as an example, who is unable to communicate and doesn't seem to understand at all what is going on around him or her, how can we know? He or she is unable to tell us.

Yes, As much as any "normal" person can. Sometimes it may feel that we can not. That we have no more room to experience anything. And what if we open ourselves up to another? The risks involved..... However, when we do offer unconditional love. When we receive, unconditional love. We are placed into a better position to heal. Not a cure... But a wonderful reprieve. If you are the person whom you are writing about. Then you know that you do not live with mental illness. You simply exist... Being as such, it becomes a battle not to make the person we love a crutch. Love can stop wars. Love can span generations with little thought. Such a powerful emotion is a wellspring of life. Simply because our minds do not work like others, does not mean that we lack the capacity of such a wonderful emotion... If anything, the fact that we understand how painful life can be. How endlessly enduring the seasons of mood can be. Does this mean that we are not capable of such wondrous feelings? No, It means that just like any other human being, we can give love and receive it. And it is greatly needed in our lives just like any other person. I know that this may sound selfish... Think of people as flowers. Each and every one of us beautiful and splendid in our own way. We have certain requirements to keep living and growing. Water, Food, Shelter, Love and sometimes, help weathering the great storms of life. Now think of us, the flowers that know how different are minds are (M.I.), We are some of the most beautiful flowers on earth. Why? Because, we see things not as they are. But as they should be. We are willing to accept ALL of the other flowers as they ARE. We do not feel the need to tell the other flowers that they need to be fixed. That they are flawed. We see there inner beauty as well as there outer beauty. I guess I've rambled on long enough, lol.
In closing, I ask you. Can you love a person with mental illness?

Yes they can love. I have a mental illness and am deeply in love with my husband. We have been married for 10 years and every day is better than the last. Just because there is a mental illness does not mean we don't have feelings and emotions like other people. We just deal with them differently because of our mental illness.

yes, because love is a deep emotion that is felt. Mental patients can still feel, weather they are cognizant or not. Even a baby can tell when someone loves them or not and they respond accordingly.

Mental Health conditions may impact on a person's perception of reality at times but it does not necessarily impair a person's emotional responses. All people need love and are capable of giving it to one degree or another.
