For legal downloads I use Msn Music. It is generally cheaper than Itunes, also they have a streaming subscription. I pay £5.99 per month and I can stream any albums I want to. This is good for a sort of try before you buy, Ive bought albums that have been rubbish before now so now I don't have to.
I have an Ipod, to transfer my tracks I just burn to a CD then rip the CD in itunes. I have a hard back-up then too!
You can openMSN music using Windows media player or go to http://music.msn.com/ http://music.msn.co.uk for uk users.

Legally iTunes has a pretty decent selection and most are only $9.99. I am not sure about Napster though.
