He didn't. He also saw breasts and vaginas.
It was basically his theory by reducing all human psychlogy to underlying sexual aspects.
It was was made even more absurd by his followers.
Apparently Freud himself once said that "sometimes a cigar is just a cigar"

Freud believed that sex was strongly tied to our innermost thoughts. So It isn't just male genitalia -it was everything concerning sexual desire. How often does your mind wander toward sex? Quite a bit. Right?
