I get regualr basic cable for my mother in law, it's only local channels and wgn, we really got it so that her picture would be clearer, kinda an antenna. It costs $15.75 per month. Time Warner has several differant packages, you should just call their customer service and let them know how much you can spend and they will tell you packages that are right for you.

You can get a basic 18 channel cable service for as little as $10 per month if you talk to your local cable company and tell them that you only need their most basic, low cost, service package. My daughter did that with Comcast anyways.
Delta Queen has the right idea.

Cheap cable will be available at an electrical supply house.

Cheap cable television service is another matter - and has been addressed by other correspondents.

You should learn to be more precise.

I dont think any answer here will matter... no geographical location has more than one provider.
