Yep if it looks like sex, feels like sex, sounds like sex - it's sex and you did have intercourse - albeit a bit tentative

That was sex. Not very good sex, nor very much of it, but it was sex.
As for his not getting it up: odds are he's too nervous. He needs to relax. Do what you can to help him get past that.
