It depends, If i'm really feeling the guy and he's shy or not giving me any type of signs, I'm gonna ask myself! Nothing beats a failure but a person who tries so what the heck? But in all other situations i would rather be asked out.

When you are asked out, you are in the power position. Someone has already indicated that they are interested in you and that you can choose to be with them or not.
If they do ask you out, respond how you would want to be treated. Always be gracious and kind. The nerdiest boy in my highschool ended up at Harvard and Yale (Doctor and Lawyer) became tall and attractive and was the hit of our 15th reunion.
If you say sure, you never know what will happen.

People love surprises and being asked out usually is a surprise. There's too much tension around potential rejection when asking people out to make it very enjoyable.
