The only TRUE credit cards are cards that require a credit check to get them; i.e., your social security number and past credit history. They also have an Annual Percentage Rate (APR) anywhere from 12 to 24%, meaning that what you purchase on credit today for $85 will cost you, say, $120 to pay it off.
Debit cards that have the VISA/MC symbol are not credit cards; they are linked to your bank account. Other cards, such as the one you're describing are the new up and coming thing to entice people who normally can't get credit for whatever reason to get strung out on a "shopping card" whereby they give you a "credit card" with a predetermined cash limit with which you can purchase items from their catalogue -- and once you use it, you hav accepted their terms and now you're on the hook for it legally.
However, this type of "credit card" will do NOTHING to strengthen your credit history.
Hope this helps!

I believe that this a credit card like a department store credit card except that you order good through their catalog or website. Be careful though. The goods that they offer are overpriced for the quality that you are getting.
If you are using this to try to rebuild your credit, you are better off using a secure credit card.

It's a ripoff! You can only buy from their catalogue. The prices are absurdly high, most of the stuff is junk, and the credit charges on top of that are pegged at the max that the law will allow.

Steve is absolutely correct. Its like Fingerhut. Take $500 put it into a secure card, I know Capital One has it. They will even offer you a non secured card after a year or two...How I got restarted years ago...I now have a 770 score and all is well.
