If so, can they be deported to the USA? Then what if the USA deports them. Where do they go?

Do you have to be a citizen of another country before you can get rid of your US citizenship?

No, you have to have a country. If you are deported, you would go to the country in which you hold citizenship.
You must apply and get accepted for citizenship somewhere else first. And you may want to be aware most other countries have much more strict requirements when compared to America. Meaning- you will have to speak their language, you may need a degree or lots of work experience(most countries will not accept unskilled labor, some will not even accept you if yours is not an occupation they need). You may even have to have a certain amount of money saved up. I hear Russia needs people(seriously).

If you renounce your citizenship, you will also have to hand back your passport, provided you have one ... and if you want one, you won't get it ... :) You won't be deported from the U.S., but you won't be able to go anywhere either ... sounds a bum deal to me .... don't know how it works if you're already abroad, but to get abroad, you'll have to have a passport and/or visa ... and would imagine the authorities there won't give two hoots if you're stateless or not ... they'll deport you back to dear ole U.S. of A and let the authorities here deal with you....

There's a very famous novel - The Man without a Country.

He could not get any news about the US and was kept living on a ship for the rest of his life after he cursed the US, IIRC.

It is a very good book.

You may want to research something called "sovereign citizenship." As I understand it, you can renounce your US citizenship whilel still in the country.

The American government will not allow you to become a man without a country.

Some other places will.
