Well first you need to get the phone talking to the pc.

You can do this using the usb cable or bluetooth.

Using the cable and the correct software will work best, but this will require that you install a driver. there are many software apps that will work once you have installed the correct modem driver for the phone(yes,the phone has a built in modem). the drivers ussually come with Motorola phone tools (if it supports your model of phone)

Bluetooth will work if you want to do it on the cheap side. I believe that you don't need to install a driver for the phone if you are using a dongle. If hte phone supports OBEX FILE TRANSFER then you can use bluetooth and copy your mp3's to the audio folder which is viewable in the phone browser window (the one the computer) and your computer will send it to your phone wirelesly. For example

My Bluetooth Places\Entire Bluetooth Neighborhood\Chuck Norris\OBEX file transfer\audio

where Chuck norris is the name of my phone.
