I need information on a software that can convert camera images to handdrawn art images which can later be printed out.

Search for a free program called SketchMaster (maybe Sketch Master with a space.) Or The Edge Finder. This works well with Photoshop or similar but the main outline is too dark and may need lightening a bit. With practise this is a good free program

Paint shop Pro is very straightforward to use and produces a reasonable "drawn" image

Sorry can't resist this one. I've got loads of pictures of me that look Ha ha ha. Well that's the general reaction I get. No software needed. If anyone gets there before me on this one...nope, get in

For that I would seek out PhotoShop Elements, it should do the trick. But, I'm not sure about that. I know that the full version of PhotoShop CS2 would certainly do that.
