I think its Nevada (because of Reno and Vegas Casinos), but thats just me.
Alaska, Delaware, Montana, New hampshire, & Oregon have no sales taxes... You can follow the link below to see a list of all the states.

In FLorida, Lake county has a 7% sales tax and Palm Beach County has 6% sales tax

Nevada and Orgeon = 0% sales tax.
A lot of businesses also get incorporated there, as Delaware.
