I know that no other flag is supposed to fly at a higher level than the U. S. Flag. I remember reading that that in a group of flagpoles (ex. U. S., State, and Organization) that if the U. S. Flag is flown at half-staff, then the other two must also be flown at half-staff in order to not be flown at a higher level. I recently brought this to attention of the pastor a church that has a grouping of three flagpoles, with the U. S. Flag being in the center and also on the the tallest flagpole. I told him that, according to my understanding, they incorrect and was told that it didn't matter as long as the U. S. Falg was at half-staff. I did not agree with him, but could not prove my point.

I have since been searching many sources for this information, and have not been able to find sufficient information to prove my understanding of the proper manner of display of the Flag in this type of situation.

If anyone can help me answer this question, it would be greatly appreciated

When flags are flown from adjacent staffs, the U.S. flag should be hoisted first and lowered last. The U.S. flag should fly on its' own right, or the viewer's left when facing the building. No flag shall be displayed above the U.S. flag, but should be at equal height. If multiple national flags are flown from adjacent staffs, they should be of equal size, and arranged alphabetically from the left of the U.S. flag.

(Proper Order of flags)
The U.S. flag should be followed by any other National flag, then the State flag, Municipal flag, and corporate. If multiple National or State flags are flown, they should be arranged, viewers left to right, alphabetically. By international protocol, National flags are considered to be of higher status than state flags, State before County, County prior to local municipality, with corporate, organizational or personal flags at the end of the display.
How do I display the flag at half mast?
The flag should first be raised to the peak of the pole, held there for an instant, then lowered to the half staff position. At the end of the day, the flag should again be raised to the peak before being lowered.

If the American flag is posted at Half staff then the rest of the flags should be at half staff also or not displayed at all. Also you need to raise the flag all the way to the to then bring it down to half staff. you can not put it in the middle of the pole without raising it to the top first.

No flag should be raised higher than the American flag. So, if you fly the American Flag at half mast, any other flags you have should be lowered as well. It is a sign of disrespect to fly any other flag higher than the Stars and Stripes.

I dont imagine that congress has followed a coverage. i imagine that the date might want to be declared a nationwide vacation of rememberence. I intend to fly my flag at finished team, decrease it to 0.5 team between 9:30 and 11:00, and then back proudly fly it at finished team something else of the day.
