Yes as stated it would be to call the police. Of course there are some variables as well, why do you have custody? Do you have legal custody as defined by the courts? If you are a foster parent then you should know that you are obligated to call DSS and inform them, they usually have an emergency number that you can call. That would take care of everything. However if there is no court order granting physical custody to you or they are not wards of the court placed in your care, then you cannot do anything.

Well if you have joint custody there not going to do anything, because under law she is still the parent and can what ever she wants. but as i can see you have an agreement which she has broken you need to get to the courts and explain that you have a court agreement and the child has not been returned, list any and all reason why this woman could be a danger to the child and so on, the court should give you a form that you can take to the police, so that they can put out an amber alert.

if you have custody of the child and the other parent has failed to return the child and will not return your calls call the local police department or better go down and file an complaint bring your court paper work to show the child is in your custody
