What's the best programm for Creating DVD Menu

This is a good question. I reccon what ever application it is it probably runs on a mac.

For windows I like to use Adobe Encore DVD. when creating menus you have the option of editing it in photoshop CS/2 which is really nice. I am also told Encore dvd can make motion backgrounds, though i only do normal static menus.

My friends like DVD LAB Pro, i unfortunatly know nothing about it.

Adobe Encore is a nice program for making DVD menus. If you're a student, even in college, you can get a discounted price on Adobe Encore or other DVD Menu software at: academicsuperstore.com
