I was like that and it was predominantly because I was raised to think that it is wrong for girls to want sex or initiate sex. I always thought that it would make look fast or slutty or something. But as I got older I realized that it was okay to release and let your man know that you are horny and you want some. On another note, some women are timid and are somewhat embarrassed by sex but once you help them to release their inhibitions they are generally more open about sex and have no problem initiating it.

I'm not scared to initiate sex with my man if he's willing. But often times I've found that he wasn't as turned on by me being more open and aggressive sexually as he thought he would be.
If he says no to me twice...I'll never ask again. Nor will he get anymore than just plain ole mediocre sex from me ever again. Total turn off for me and I eventually lose interest sexually in them.

Sometimes women are intimidated and feel awkward in that situation. I think it has to do with self esteem and the pressures of society. If we are not a perfect size 4 or whatever, then we should stay under rock.
Screw that! Girls... throw the covers back, be proud and work your man like he's never seen you before! =0P

That was experienced in the ancient world as sign of respect, but now a woman can climb a man and dance over him even. I do not think your question is appropriate for todays world.
I even advice my g/f to be free and tell me when she need to play.zzzzzz

Girls may be scared but women are not. That has been my experience anyway.
I have known girls that were sexually aggressive but they were few in number. As I grew older, my female friends did also. I found that they were very open to initiating sex. Cool.

I don't know, and I wish I did. The few times that my wife has initiated, it is amazing. I love it when she does, let's me know that she's still interested.
