Put the collar on her arm and send her out to the fence and let her shock herself. To show her that is NOT hurting the dogs.
I know it sounds stupid but it works. I use shock collars for certain behavior modifications and the owners hate it and think you are hurting their dogs. Until you prove to them you are not. And when they see the instant results it is easier for them to accept.
Jacks are tough little guys and may still run thru the fence if they are hunting something. It takes time and training but the fence is most likely the best thing you could do for their own safety.

The dogs will be shocked each time it try to cross this "fence". It does not really hurt them, tho they feel the shock. It is less pain than, say being hit by a car. The dogs will learn the size of the yard, and avoid it in the future.
Tell your mother it is like a child grabbing a lit match. The child will not grab a lit match again. It Learned A Life Lesson. It will be the same with the dogs.

It's rather that or the dogs get out and get hit by a car. Or you can even try a electric collar. Explain it to her this way, would you rather have the dogs safe and have them dead? If it is such a problem. She will get over it in time. I have another idea, why don't you sit her down and look up what the dog feels and how other owners use an electric fence for their dogs. Have the other owners tell them about their feelings.

We have an invisible fence also. Let me just say they only get shocked once & it never happens again,so tell your wife that they learn real fast! Then she will have the security of knowing they are ok from now on.

You should show her the fence and then she will know that you know it is there and that she shouldnt b afraid. you might wanna take her out more if she is digging do much even if she has a habit of digging for fun or to cool off

You have smart dogs. They should learn their boundaries very quickly and this won't be a problem. Are the collars adjustable? You don't need to knock the dog on its butt for it to get the point.

explain to her that it's better they get a little shock then ran over by a car at least a little shock won't kill them but a car will
