Maybe he has religious or moral issues that he's holding, that prevent him from having sex...maybe he's impotent...maybe he has a disease he doesn't want to share with you, but still wants some closeness...
Best way to find out, is to ask him. If you two cannot communicate, then why worry about having sex? You've got no solid foundation to build anything upon.

Maybe he's scared of catching an STD. Some guys think that if they have sex with a woman that she'll get all clingy and want to tie him down. Maybe he has an STD and is too chicken to tell you about it. Best thing to do is ask him.
