Any Toyota or Honda. I would say the Honda Civic and the Toyota Prius, the Toyota Yaris isnt a hybrid but it has about 38 miles to the gallon.

The best value is the Toyota Prius. It is not too expensive yet it gets 60mpg in the city and 51mpg on the highway. Also, it's very functional with its hatchback design.
