From the tips usually indicates the Championship tees, or the ones furthest back on the tee box,

The saying is derived from measurement, that being the longest possible length would be "from tip to tip".

It doesn't really apply the other way, as that would indicate that the flags are all cut at the back edge of each green.

It means add 14 strokes, and subtract half the balls in your bag. At least that's what happens when I play from the tips, but maybe I should practice more often.
