I think you can emulate a popup by putting a div on your exisitng page and showing and hiding it when needed.
However honestly I don't think there is anyway you can make a popup ie window.open if the browser is blocking it.
So basically using the styles of a div through dhtml and javascript show and hide the div

There is never any reason for making an unblockable popup. If your application requires one, consider a TRUE programming language, and steer clear of web apps.

Everyone hates Pop Ups

FireFox can block all pop ups, So if you want to test you unblockable popup works, Try Firefox first.
