If you're already in the U.S., you don't need a visa (even to come back - you are not leaving the country). If you're outside the U.S., the rules are the same as for other 49 states. Unless you're the citizen of one of 27 countries participating in a visa-waiver program (http://www.travel.state.gov/visa/temp/without/without_1990.html#2), you'll need a visa

go to the US embassy in your country and apply a visa there or you can check the website of US embassy in your country and check on the requirements
