It depends.
Every family has different dynamics.
Most often it is the wife or husband.
I've seen families were children take the leadership role, especially in a divorced family or families with only childs.
I believe pets can take the dominant role. Even though pets don't make the decisions and tell people what to do, they can be a major factor in family decisions

I have four kids and a husband and I have to say it depends on the issue. But most of the time the kids are in charge, because we are constantly trying to give them the best life possible.( I don't mean materialistically ither)

The goverment they own the land and it is the people that buy it from them at there leasure. But the goverment has control and exerts those controls through taxes
