Yes, since he represents the Catholic Church and the authority of the Church. He certainly has the right to make a public apology for the Church's prior actions that are now understood to have been wrong.

That would make as much sense as a white person today apologizing for black slavery. The Pope wasn't even alive then why should he apologize???
