f you're already in the U.S., you don't need a visa (even to come back - you are not leaving the country).

If you're outside the U.S., the rules are the same as for other 49 states.

Unless you're the citizen of one of 27 countries participating in a visa-waiver program (http://www.travel.state.gov/visa/temp/without/without_1990.html#2) you'll need a visa

If you are a natural born American, you don't need a visa. If you are foreign and in the US on a visa, you will need to fill out some additional paperwork and show the visa. If you were born and live in another country you need a visa.
