Their jurisdiction and the sets of laws they must enforce.
A state police officer has jurisdiction in the whole state. A county cop only has jurisdiction in the county. The city cop only jurisdicion in his city.
On the other hand the city cop must enforce the laws of the state, county and city. Whereas the state cop only has to worry about the state statutes.
