If I were your mother, I would sue the heck out of him for rape, and get all I could out of his family, because you are both minors in the eyes of the law, and what you have done is wrong, no matter what you say or do now...
You are going to have plenty of regrets as you grow up more...

He may of cared for you but I dont think he loved you, most 16 year old guys dont know what love is. I say this because of his lack of maturity when to say I love you. I have to be honest with you, I don't think that at 14 your ready for sex. Just for this reason, sex is not just about love, it is about committment. You had a pretty long run for your age, but in a true committment you don't break up. This is the reason for marriage, and that sex is better left to that kind of committment. The committment part of marriage means that you try every thing and anything to make it work, to come to some sort of agreement on an issue that has come up. Not every married couple see's committment this way in a marriage, hence the high divorce rate. But if I were you, I would seriously re think with the next boyfriend about Not having sex with him if only for the reason to guard your heart.

There's a reason you broke up right? Perhaps he does love you but doesn't know what else to say to you during that time. What could be better than to hear, "I love you!" during those wee moments of exploring each other? I dont think he could say anything worse than that! Honestly when you get older, its AWESOME to hear that during love making. (in my opinion)
and if he has an unsure, dull look on his face when he tells you that, then he is not sure he means it! I wouldn't get too worried about it. Ask him how he feels, if he says " I dunno", don't worry. Give it time. You have LOTS of time girl! Sorry I couldn't say much more.
Good luck!

My advice, don't fall in love too early in life. Being young is about having fun.

You were used. Don't ever see him again. Listen to your parents and wait.
