There is the Idiots Guide to the Bible, The Bible for dummies and numerous books about the Bible. My suggestion is to just start reading the Bible itself.

A study bible will have a lot of info that helps to explain the meaning of the scriptures. They also point you back to old scriptures that correspond to later scriptures. In this way you can learn about things such as how Jesus coming was foretold before he was even born.

If you get a life application study bible, the footnotes are great. Or just look in a concordance.

In a way, yes. They are called commentaries, though, and are books in and of themselves.
