Take it as a sign of respect for you and for himself. He may not be ready to do anything yet. Sounds like you need to talk to him about this though, you don't say how long you have been dating. At any rate, it sounds like you two need to talk and set some ground rules in your relationship.

Let's get this straight.. He's your boyfriend and there's no hand holding or first steps.
If you like him - initiate, grab his hand. Pack a kiss on him and see what he does. tell him it's ok and you want him to go forward.
A lot of guys, especially young ones, like the idea of a girlfriend and don' t know what to do from there. It's like knowing you want to cook and finally getting in the kitchen and not knowing what to do first. Paralyzed by fear.
If this is not the case he may be gay and not know it. You need to address it head-on.

first talk to him and ask him why he is not making any first moves. it may be he is a little shy.
failing that dump him and find someone who will take the initative once in a while.
