He also went all day today without drinking water and he was running around playing with the other puppies. Could he just be dehyrated?

It's not likely stool (poop) would make him react that way, unless the animal who deposited it was sick. Repeated vomiting warrants a visit to your vet, soon.

Dogs often vomit a little if they ate something weird or too fast, but if it doesn't stop soon, see the vet. If the dog vomited a recognizable substance such as grass, water, chocolate milk, etc, it probably just upset its tummy and should stop soon. If the vomit looks like vomit or feces, your dog may be really sick. In that case see the vet, as it could be serious.

You need to get him to the vet ASAP. If he is a puppy, and has not been vaccinated, it could be what is called Parvo. It could also be that he has a clockage of his intestine.
Vomiting is serious and can lead to dehydration, so getting him in to the vet is very urgent.
Good luck

What did the vomit look like?
has she been drinking, she needs to drink no matter what.
Vomiting will only speed up the dehydration process if that is the problem.

He may have swollowed something and it's stuck. Sometimes my dog just likes to vomit. Also, after playing alot in the sun they may over exert themselves and then get sick.

My dog has eaten poop before, I wouldn't worry about the poop. go get him/her checked out though.
