y = mx + b where m is the slope and b is the y-intercept.

y = -4x + b
16 = (-4)(-2) + b
16 = 8 + b
b = 8

Therefore:
y = -4x + 8

You could use the point-slope equation since you know a point on the line and the slope of the line.
The form of the equation is (y - y1) = m(x - x1)
So, by substitution,
y - 16 = -4(x - (-2)) Then, just solve the equation to put in slope-intercept form.
y - 16 = -4x - 8
y = -4x +8
