Well, I wouldn't say you "should" be together because you could just be good friends. I would say that this boy might be a little shy or insecure and that you need to take the first step. He'll probably thank you for it later! And if it turns out different, you can always just say you were just kidding! :-)

simple short answer is yes you should ask him out and just because youve been flirting it does not mean you should be together, it means you should have had at leasat one date by now to see if you both want to go beyond flirting and take it to the bedroom. but tht is very much your choice.

u can ask him out but 1 girl pretended she was drunk and asked y i havent asked her out and the next day i asked her out. so u could do 1 or the other.
