Sure ... if they're totally honest about who they are in chat, and are realistic about Chat. It can work out... if not for a serious relationship at least as another good friend!

yes they do but if they live to far from each other it will be very hard to keep it going as it gets hard on both sides once feelings are building up more and more and wanting to be together is impossible
