It's doubtful. I do know of a woman in Corpus who might want a date, but she doesn't like nice guys. And 38-year old virgin sounds a bit too nice. Not that I'd recommend anything illegal, but at this point, the undercover prostitute bit isn't a bad idea to consider. It might give him the confidence he needs to score on his own. Just make sure she's not a dude.

Besides, these kinds of guys are likely to by psychos at this point in their life, and I would never setup anyone I know with a potential psycho. It really makes for bad blood, if you know what I mean. That's probably the same reason why you won't find any takers here in Yahoo.

If anything, get him a new look and try to go to parties with him. Or low-key bars with little pressure. He needs more confidence, not a desperate blind date.
