Well the only brand I would consider is Canon, for consistency in build quality and performance.
For the price you are looking at you couldn't go wrong if you chose the Powershot A620.
It has very good image quality, a full range of manual controls for the more creative photographer(or just auto) has 7.1 MP, 4X zoom, takes good video and has the great flip out and twist Lcd screen which protects it from scratching when not in use.
Another new cam worth considering (but probably a bit too expensive for your liking) is the Powershot Ixus SD700 IS.
It has 6MP, 4X zoom, is a great point and shoot cam with very limited manual control, takes great images, and has the added advantage of image stabilization (great for low light situations) and is extremely compact (perfect to carry around all the time). I work in a camera store, so I can suggest a few I like..
I really like the Kodak P850 (Avg Retail Price $260.00). It has 5.1 megapixels (the higher the megapixel, the more clarity if youre looking to print larger than a 4x6), and a 12x Optical zoom (thats good, it wont lose any of the resolution when you zoom like the digital zoom will.) Plus its an SLR model (single lens reflex) which will bring more professional looking pictures.
I also reccommend the Canon A610. It goes for about $200. It is a much smaller camera in size, and the zoom is only about a 6x optical, but it is a great starter camera. Its a 6 megapixel and a 2.5 inch lcd screen.
And I would also suggest the Nikon Coolpix L1. It is a small, 6.2 megapixel and a bit more attractive than the other 2.

Look at the Canon lineup. Anything over 4megapixel will be just fine. Try ebay.
Canon makes a great line of cameras ranging in price from about $200 - $10k
Make sure you get one that supports Compact Flash or SD (secure digital) and then buy the corresponding card at the time of purchase. The CF (Compact Flash) or SD is the memory for the camera. You'll also need to get him a card reader for his computer. These are very cheap as well (around $25) and normally come in an easy to use USB model that just plugs right in. Eventually he will want a basic tripod too so you can get nice shots. The biggest key to good shots is holding the camera still and good lighting.

Heh heh... I know this is not what you want, but the BEST digital camera OUT THERE is the Hubble Space Telescope. If it was taking your picture, you could count the freckles on your nose, from 300 miles up in space. If the main mirror was the size of the Gulf of Mexico, and the flaws were waves, the largest wave would only be 6 inches high! It can hold absolutely still for a long time and take pictures of objects billions of light years away. Now that is one great camera!

PS. I like my Fujifilm Finepix S7000. It has 6 megpaixels, and interpolates up to 12 megpaixels, 2 macro settings, continuous and single auto focus, 1 gig memory card, 55 mm lens with fitting for filters, flash and hot-shoe, several auto bracketing styles - where the camera will take a series of pics with one press .... lots of cool stuff. I like it. Is it the best ? There is not 'best, since there are so many different user types. Maybe some like a camera to fit in their shirt pocket. Maybe some want one that will do time-lapse photography... Too many needs to be filled by one camera.

I do believe sony puts out a 12 mega pixle camera. That is the best. or a digital SLR those are really quick and cool, and have many different options. One of the options you would be most interested in is the Optical zoom. That physically shifts the mirors inside to zoom in on the picture, resultion in a clear and percise picture. Digital zoom takes the picture that is already zoomed in on, zoomes in on the center cuts the rest of the picture out and then digitally blows it up, that can result in pixle and clearity loss. So something with a good optical zoom generally between 4-5 times. That would be great. FYI 35mm film is equals to a 20 megapixle camera. So the closer to 20 mp you get the better the pictures is and the bigger you can blow up the picture.

I would also say that you should go with a canon powershot. I have had a Kodak and hated it! When I wanted a new camera I wanted to get the best one for my money. After lots of research I picked the canon powershot and love it! My sister is also a photographer and she has a Kodak powershot for everyday pictures. Her more expensive cameras are also made by Canon. I would say the best place to get one is Best Buy. Check out websites of Best Buy, Target, Office Max, and other office supply stores and see where you can get the best deal. Sometimes the sales vary from week to week.
Also a nice advantage of the canon powershots are that many of them have rechargable bateries. This way you don't have to keep buying batteries. That was one of the things that I hated most about the Kodak.
