merchants can never require a photo id for any purchase that does not include a restricted product (tobacco, alcohol, fireworks, etc.). however, if you do not sign your credit cards, technically that card is invalid pending proof that the card actually reached the proper person. this can be rather significant, especially if the card was issued recently.

No, only the ID that has your name on it. But it's up to merchant, for a $5,000 credit card transaction I'd imagine they'd want a photo ID and a license #.

I agree with what?
Visa, Master Card and Amex specifically prohibit merchants from asking for ID on signed cards
(It is also against credit card policy and Ca. state law to charge a fee to use your card for purchases.)
If they ask to see your ID when using your card (unless they are asking because you purchase beer etc) or if they charge you a fee - report them to either your credit card issuer or to Visa, Master Card or Amex (which ever card that you were ID'd with)
