vet won't neuter.i've tried many products nothing works

I've been a carpet cleaner for a long time, and there really isn't anything to get rid of it. Depending on the frequency, and how often he hits a certain spot, you can somewhat knock it down.
First, try a blacklight in the dark....you may be familiar with the idea. Urine glows brightly under blacklight. You have to get close to it, but it will help identify the worst areas. Then, look for a commercial janitorial supply company in your area, and ask for a good enzyme or like product for urine. I mean find a carpet cleaner supply, janitorial companies usually have the stuff. There are a million kinds, I use a product by UnSmoke, called UnDuzit.

Using whats called a saturation method, you basically do just that in the worst areas. Alcohol and water can cut the odor a bit, but, you need a commercial product to truly make a difference. And by commercial I mean, professionally used. Typically they require mixing with warm, never hot, water just prior to use. The enzyme is basically a live bacteria that digests organics, like, urine, blood, feces, ect....

For the smell, try ammonia straight. For stains, you can use a laundry stain remover (spray bottle is best). It won't bleach coloured carpets, as it is used on coloured clothes.
Just as an aside, both male and female cats (& dogs) should be spayed or neutered before 3 months of age.(check with your vet). Female cats are also capable of spraying.
Even "fixed" animals can spray, but not as often.

Try using regular Coca Cola. It works great on blood stains and animal stains. Let it soak for about 20 minutes before mopping it up.

Try vinigar it's very strong and overpowers the smell.

Windex works miracles on carpet and fabric, and even though it is colored it doesnt stain...really
