just download bearshare off of www.bearshare.com. make sure to download the free bearshare because you have to pay for the pro. the free version comes with an ad and you might have popups but not that often. after you downloaded that set it up. go to yahoo and type in chart maker. do not download it off of the internet. copy the name of the program. paste it into the browser in bearshare. press enter. you should find something. take in mind if it is 22 or 800,000 it is too impossibly small to be a program and people are trying to trick you so only download the big files like 124,000,000. thats only like 124 mb.

Depending on what sort of Chart you want to create, try using Microsoft Word, they have ways to create graphs and charts and create your own to your own standards. Other than that I dont know what else you would really need, unless you can further explain what type of chart specifically you are wanting to create.

I see a few people have mentioned OpenOffice...Which you can get from OpenOffice.org, or you could try Google Charts.
Google charts will let you create a page and access it anywhere that there is a internet connection.

you might already have microsoft office installed. try using ms excel to create your chart. alternatively, if you do not have microsoft office, and would like to go the open source way, try installing open office and use the spreadsheet which comes with it.

if you have microsoft excel you can enter in data and use chart wizard to make graphs and tables...if you dont have microsoft excel im sure you can search google for sites that let you make charts.
