If its one hot dog, its a snack. But if its 2 hot dogs its a meal. One hot dog is clearly not enough for a meal.

it can be both, although a hot dog w/ chile & all the toppings would be a meal...a hot dog alone, just one hotdog would be a snack for us..adults, but for a little kid it would be a meal

I truly consider the hog dog a monstrosity. If you new what went into a hot dog, you would never eat one again. Never eat anything that ever had a face.
