It's both. The word "vegetable" doesn't have a scientific or botanical definition, it's just an arbitrary word to describe some of the plants that people eat. The word "fruit" DOES have a botanical definition - it's the ripened ovary of a flowering plant. Since people call tomatoes vegetables, they're vegetables, and since a tomato is the ripened ovary of a flowering plant, it's a fruit. Since "vegetable" doesn't have a specific definition, there's no reason that a plant can't be both.

Tomato is among the fruits categorised as vegetables.
Mango, Orange, Grapes, Bananas, Berries, Tomatoes, Capsicums, Chillies, Gourds, Pumkins etc etc are all scientifically fruits
According to ur question
In the above examples we categorized them in different groups - Fruits and Vegetables (what u mean by the question) and the Tomato belongs to the group Vegetable.
A fruit could be a vegetable, but a vegetable could not be a fruit.

Botanically a fruit, agriculturally a vegetable.
Scientifically, a tomato is the fruit of the plant. However, for trading and regulation purposes, the goverment has classified the tomato in the vegetable category, as opposed to fruit.

tomato is not a fruit, its a vegetable. that's why you can put it on a salad can you do that with banana, peach etc... no. Why? because they are fruit so tomato is a vegetable not fruit, remember that.
