Uhhh no you can't outlaw something that a human HAS NO control over. It's like asking someone "ummm excuse me could you please go over there and choke quietly? you're disturbing my family." Who ever asked you to stop coughing needs to be asked to stop talking, because it sounds like they have a problem with uncontrollable talking.

nah, but it's polite and considerate to cover your mouth, so not to spread germs and such. but, if you cover your mouth with your hands, u should wash them asap, or else it really doesnt matter if you cover or not, considering you'll be leaving germs everywhere you place your hands...
