Yes ... thing to do is ask the seller to "lie" about how much they sold it to you for. Then you won't have to pay so much. Most people are willing to do this, since they're not losing any money from it.
When you go to the Office of Motor Vehicles, they'll ask you for this information. You'll pay your taxes there.
If you paid cash for the car (versus getting a loan from the bank where you used the car as collateral), you shouldn't have any trouble with the little "scam". Good luck!

In some states, don't know about all, if one sells multiple cars in a year, one is considered a dealer and must collext sales tax. I think it may be 3-5 sales in a year. Not sure of the number.
At one time, Arkansas was trying to abolish this practice of collecting sales tax on the same auto each time it was sold. Never happened.

Yes you have to pay the sales tax on either the amount the buyer pays or the blue book value, whicher is higher, to the appropriate level of government.
