Call the guy that hasn't called for 3 weeks and find out if it's over. If it isn't then end it so you can be with the other guy. You obviously don't want the first one since you haven't called him either.

Time for you to move on to someone who's not stop calling and coming over, but you got to asked him the reason why he didn't call or coming over to your house anymore. He might be busy or something like that.
